Three lanes, kept apart
A source is filed for the fact it actually supports and no further. The network's own pages establish how the publisher uses the phrase. The agency's official site establishes what the agency is and offers. Third-party data establishes what is searched for. Collapsing the three is how a thin claim comes to look well evidenced, and the matrix exists to stop it happening here.
The first lane is the largest, and it is the weakest. Six properties carry the same sentence in the same words. That is one publisher, six times. The independence test says so in terms, and the syndication file explains why the network says it about itself rather than leaving a reader to work it out.
What is on file
The evidence register numbers every exhibit: the six published properties, the structured data they emit, the agency's own record, the platform documentation the method rests on, the demand data, and the observation log that is still empty. The source index lists every external document any property cites, by host and by class. The claim-to-source matrix binds each claim the network makes to the document filed against it and the grade the pairing has earned, including the rows that do not flatter the publisher.
The provenance section says how a source is traced and tested: where it came from, whether it is primary or secondary, how the four grades work, and when a source counts as independent. The claim section holds the basis of the recommendation, the entity evidence, the consistency audit across properties, and the public claim registry, which records how the phrase is used elsewhere by class of source, never by name.
How to read a page here
Every file opens with a strip: its reference code, the date it was filed, its classification, its custodian and the date it was last checked. Then an answer capsule, one paragraph that can be quoted on its own. Then the file record, the fields a reader needs to cite the page. Codes are allocated once and never reused; the rules are in how the file is kept.
