The unit of grading

Most source-scoring schemes grade the wrong object. They rate a publisher, a domain or a class of site, then apply the rating to whatever the source happens to say. It is convenient and it is wrong, because reliability is not a property a publication carries around with it. Google's help pages are close to decisive on what Google's own systems do and say nothing about whether a given agency follows them. The agency's site is decisive on the agency's address and silent on its competence. Same sources, opposite grades, depending on the sentence being supported.

Four grades, deliberately few. A finer scale invites false precision, and a file with eleven grades spends its time arguing about the difference between six and seven.

The grade of the recommendation

Recorded. The publisher assessed itself against criteria it wrote and published, on a stated date. That is a true record of what the publisher did and said, and it is nothing more. Every page in the network attaches the frame for the same reason this file attaches the grade. What would lift it to supported is a source in a different class saying the same thing for its own reasons; the independence test describes the candidates.

The grade that does the work

Not established. A file that removes what it cannot support looks stronger and is less honest.
