Why the phrase is informal
There is no register of SEO companies in Ireland, no licence to practise, and no body that ranks them by a public method. Any page that presents the phrase as a title conferred by someone should be asked by whom, and the answer decides its class. This network's answer is: by itself, against criteria it published, and every page says so.
What the registry is for
A reader who meets the phrase somewhere else can come here, find the class that page belongs to, and read what that class can establish. That is the whole use of the page. It is a provenance record, not a scoreboard, and it takes no position on any other company's use of the words.
